Illicit sewage discharge into storm system

Drainage ditch full of waste, near Crestview station tram stop. Between Hanami Sushi and the railroad. Who is responsible for cleaning it up ?

Traffic hazard turning left from south airport to bolm road, the left turn lane is way too small and the light is way too short which requires cars to hang out in the left lane and causes tons of traffic. The left turn here has to be significantly longer and the lane needs to be extended before someone gets in an accident
