Off-leash pitbull being accompanied by owner walking far behind; Pitbull runs up into front/side yards and is chasing squirrels in the street. Owner has been confronted twice to stop and advised that his acitivies are illegal: middle-aged Latino dog is black Pit mix with white toes.
